Lucy and her friend Aiko are running from the police because Aiko had killed her stepfather (On purpose or on accident i don't know because that scene is only in the manga and I can't read kanji T_T), which explains the blood on her shirt. Lucy is also hiding from the police because she is a Diclonius, so they both deside to hide. I'm sure this scene will help explain the rest of the story hehe.
